Well, TIP - Textual Information Packet - is what it says - a textual information packet.
It is mainly text that can be freely copied as a print and as text (or hypertext) from the web page. The only innovation here is the standard DCNote format itself - horizontal - with plenty of space around the text -- adjust your mind and use the space !
